Thomas Dobbs is Professor Emeritus of Economics, South Dakota State University, where for 29 years he taught and conducted research dealing with public policy, as well as working with international programs and adult extension. Dobbs received his bachelor’s degree from South Dakota State and his Ph.D. from the University of Maryland, conducting research for his dissertation in India. He served as a Foreign Service Officer with the U.S. Agency for International Development for four years, stationed in Pakistan and in Washington, D.C.
